Zoning Board of Appeals Minutes 04-02-2009

The following are motions made during the April 2, 2009 Public Hearing/Regular Meeting.

Public Hearing

Vice Chairperson Wagner called the public hearing to order at 7:35 PM

The recording secretary read the legal notice into the record as it was published in the Journal Inquirer on Saturday March 21, 2009 and Saturday, March 28, 2009.

Appl. 2730-08 - John C. Carmon, 807 Bloomfield Ave, Windsor, Ct- request for a variance to Table 4.1.1A to allow a second efficiency apartment (one unit allowed), on property located at 419 Buckland Road (Samsel & Carmon Funeral Home), RC zone.

Applicant received approval from PZC and has withdrawn his ZBA application.

Appl. 2733-09 – Andrew T. Knight, 180 Diane Drive, South Windsor, CT on behalf of Constitution Baptist Church - request for variance to Section 6.5.10 to allow a 64 sq ft sign to be placed in excess of 8’ above the grade of I-291 (max. 8’ above grade allowed), on property known as 100 Long Hill Road, RR-O zone.

Mr. Knight presented letters of support, photos from various locations and view points, sample of text for sign and explained why he is seeking a variance.  There was public participation in support of Mr. Knight’s application.

After questions and comments by Commissioners, Vice Chairperson Wagner closed the public hearing at 8:25 pm.

ITEM:  Deliberative Session

Appl. 2733-09 – Andrew T. Knight, 180 Diane Drive, South Windsor, CT on behalf of Constitution Baptist Church - request for variance to Section 6.5.10 to allow a 64 sq ft sign to be placed in excess of 8’ above the grade of I-291 (max. 8’ above grade allowed), on property known as 100 Long Hill Road, RR-O zone.

Commissioners discussed the application.  It was determined that this request was not in keeping with the intent of the sign regulation as written.  The Board suggested that Planning and Zoning be approached in regard to amending the zoning regulations to accommodate this request.

Motion to:  deny the application
Was made by:  Commissioner Jeski
Seconded by:   Commissioner Dickey-Gaignat

The vote was as follows: 4-1:  Wagner, Jeski, Dickey-Gaignat, Kupchunos in favor of the denial;
Koboski against

The motion:  carried

ITEM: Election of Officers

Motion to:      nominate Thomas Berstene as Chairperson,
        nominate Stephen Wagner as Vice Chairperson,
        nominate Teri Dickey-Gaignat as Secretary.

Was made by Commissioner Jeski
Vice Chairperson Wagner closed nominations.
Vote was unanimous.

ITEM:  Review of By-Laws

Commissioners concurred that meeting time for ZBA would remain at 7:30 pm unless otherwise noted on Agenda.
